We submitted a response to the Government’s “national conversation” on SEND reform, answering the questions in good faith and to the best of our ability. But we were taken aback at how many of the questions asked about issues that are already covered by existing SEND law.
For example: “How can we ensure children and young people get support quickly without needing a diagnosis?”, “How should we record and review a child or young person’s needs and the support they need?” and “How could we make sure this works in every education setting around the country?”
The answer to all of these questions and others is: do what what the law says.
What we continue to tell politicians - and will keep saying - is that children and young people’s legal rights to an education that meets their needs must be protected and strengthened, not undermined. In our latest blog post, IPSEA’s Senior Solicitors explain exactly why.

The Special Educational Needs and Disabilities Information Organisations Group (SENDIOG) is a network of like-minded organisations who provide free and impartial advice to children, young people and their families.
SENDIOG aims to:
- Share information on SEND trends, policy and practice - Feed back to the Department for Education and other relevant bodies on significant trends or concerns identified by group members - Identify training needs and opportunities - Develop positive working relationships and mutual support - Work in partnership to ensure parents and children and young people have access to relevant information and advice services - Support the complementary and separate roles of each partner in order to improve efficiency and reduce duplication

The Government has launched the Milburn Review into why so many 16–24‑year‑olds are not in education, employment or training. Disabled young people must be part of this conversation.
We’re still waiting for the Government’s decision on whether the Universal Credit health element for severely disabled young people under 22 will be scrapped. Decision expected in New Year
Removing this support risks pushing disabled young people further from employment, education and training.
This means the Milburn Review must consider the impact of potential benefit changes when examining the root causes of youth inactivity.
The Milburn Review is calling for evidence until 30 January 2026.
